If you’re more familiar with Windows, it’s kind of like booting into the command line Safe Mode without networking. You primarily use this runlevel to fix problems. Single user mode boots straight into a CLI as the superuser (root or administrative account) without any network services. For instance, runlevels decide whether or not to boot into multiuser mode, whether or not to load network services and whether or not to load a GUI or just the CLI.
